The number of major accidents dropped to single digits for the first time, and there have been no major accidents for more than 30 consecutive months, creating the longest interval since statistical records began.

 

At the press conference, Sun Guangyu introduced that my country's chemical industry has developed rapidly. Since 2010, it has become the world's largest chemical country. At present, the chemical output value accounts for more than 40% of the world's total output value. The chemical production process is complex, the reaction conditions are harsh, the hazardous chemicals involved are flammable, explosive, toxic and harmful, and the safety risk is high. Once the control is not in place, an accident may easily cause heavy casualties and property losses, seriously impacting the people's sense of security, Happiness.

 

Two years after the publication of the "Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals", the Emergency Management Department has placed the prevention and resolution of the safety risks of hazardous chemicals as the top priority, and has carried out in-depth three-year special rectification actions for the safety of hazardous chemicals, focusing on "one prevention and control". "Three upgrades" (preventing and controlling major safety risks, improving the level of intrinsic safety, skill level, and information-based intelligent management and control), continue to make efforts, overcome difficulties, and continuously improve the level of safe production of hazardous chemicals.

 

First, resolutely prevent and control major security risks. Comprehensively implement safety guarantees, online monitoring and early warning, and full-coverage supervision and inspections twice a year for 23,000 major hazardous sources of hazardous chemicals across the country, and conduct in-depth inspections and evaluations of manned oil and gas offshore platforms and large oil and gas storage bases one by one to establish a normal state. Develop a safety management and control system; carry out special rectification of high-risk enterprises involving ammonium nitrate, nitrification, phosgene and other high-risk enterprises one by one, and standardize and strengthen safety management; promote fine chemical enterprises to respond to risk assessment, automation transformation, relocation of personnel-intensive places, and key personnel qualifications to meet the standards "four" To clear up”; implement special rectification of chemical industry transfer safety risks, strengthen the prevention and control of safety risks in new projects, and resolutely avoid repeating the same mistakes as the “3.21” accident in Xiangshui, Jiangsu.

 

The second is to comprehensively improve the level of intrinsic safety. Promote the identification and publication of 601 chemical parks in various regions, and carry out "one park, one policy" rectification and improvement, and accelerate the realization of the "two sets and one low" goals of centralized layout, cluster development, and reduction of safety risk levels; deepen the safety classification and rectification of hazardous chemical enterprises 754 factories were eliminated or ordered to suspend production and business for rectification, and 4,780 factories were renovated and upgraded; 2,769 illegal and illegal "small chemical industries" were rectified, and 1,132 production enterprises in densely populated urban areas were relocated and reformed together with the Ministry of Industry and Information Technology; Wheel expert guidance service.

 

The third is to continuously improve the level of skills and quality. Promoted 17,000 enterprises and 553,000 full-time safety management personnel to complete safety qualification benchmarking; selected 305 chemical safety education institutions, and 75,000 people participated in the improvement; organized the construction of enterprise safety training spaces and training bases, 496 enterprises, 148 chemical parks were piloted; and the Ministry of Human Resources and Social Security launched a training project to improve the ability to prevent work-related accidents.

 

The fourth is to accelerate the improvement of the level of informatization and intelligence. Complete the construction of the hazardous chemical safety production risk monitoring and early warning system and continue to deepen the application, promote the digital construction of the dual prevention mechanism of safety risk classification management and control and hidden danger investigation and management, realize the organic integration of online and offline measures, and improve quality and efficiency; steadily promote the "Industrial Internet" The pilot construction of "+Hazardous Chemical Safety Production" has opened up a new path for the industrial Internet to empower the safety of hazardous chemicals.
